University Parking permits ending in 2024

Our permit system is designed to provide more flexibility around when and where you park whilst continuing to prioritise parking for those staff with the greatest need. You apply for a permit through your department using the Planon system.

Parking on University land requires a valid permit - any vehicles parked without a valid permit risk receiving a Civil Parking Notice.

Peak permit 

This provides the right to hunt for a space on fixed days of the week, now available in half-day units. This is suited to staff who have a fixed, regular on-site working pattern. It also includes the rights to park at off-peak times and to hunt for a space on days not covered by the permit for an additional daily charge payable via the online store. Applications are subject to departmental permit allocations. 

Flexible permit

This provides the right to hunt for a parking space on any working day upon payment of a daily charge. This may suit staff who have an irregular on-site working pattern and may not know far in advance when they require parking. In addition to the daily charge, there is a non-refundable cost of £40, which gives staff the right to park at off-peak times. Applications are subject to departmental allocation. 

Please note that a Flexible Peak Permit is only automatically valid at off-peak times. To activate a Flexible Peak Permit for peak hours, holders must pay a daily charge via the online store.

Any member of University staff can apply for an annual off-peak permit in either the central area or Old Road Campus at any time for £40, valid between 4pm and 7am weekdays and all day Saturday, Sunday and University fixed closure days. Application details are available under the 'Application forms' tab.

If you want to park at one of the hospital sites, you will need to email the Oxford University Hospitals NHS Foundation Trust

Once you’ve selected the type of permit you would like, you need to decide which geographical area you want the permit to cover.

Each peak or flexible permit covers one of the following areas:  

  • The Central Area (only available to staff in departments listed  - if preferred, staff in departments listed in the Central Area and applying for a permit for childcare commitments may alternatively apply for an Old Road Campus permit)
    • City Centre sites: Bevington Road, St Cross Building, Manor Rd, Keble Triangle, Museum of Natural History, Parks Rd, Science Area, South Parks Rd, 7-21 Banbury Rd, 56 & 58 Banbury Rd and 15 Norham Gardens.
    • Please note, Central Area permits will also be valid at Osney Mead during the Botley Road closure period (11 April to the end of October 2023)
  • Old Road Campus (only available to staff in departments listed  - if preferred, staff in departments listed at the Old Road Campus and applying for a permit for childcare commitments may alternatively apply for a Central Area permit)
  • Osney Mead (available to all staff via their department) 
  • Begbroke Science Park or Ewert House (only available to staff based at these sites)

Allocation and priority criteria

Departmental allocation is based on headcount. These ratios are based on historical usage patterns.

Departments will be responsible for approving applications received based on the priority criteria of Disability (other) and Family Commitments (see below). Permits must be allocated on the basis of need, regardless of the type of permit.

Priority criteria

There are two main criteria by which the need for a peak permit may be assessed. The application of these criteria does not afford any priority on the basis of seniority, rank or length of service. Departments are required to assess applications from staff on the basis of Criterion 1 and Criterion 2 as detailed below. Criterion 1 must be accorded the highest priority. The Transport Planning Working Group (TPWG) expects that, given the existence of comprehensive Park & Ride, applications based on the inadequacy of public transport alone will be given low priority.

Disability 

This applies to staff members not holding Blue Badges but applying on grounds of a mental or physical disability. Staff with a disability that makes it difficult for them to walk, use public transport or a bicycle should continue to be accorded a high priority for a permit. It should be borne in mind that the need to travel by car may result from a number of mental health conditions and neurodivergences and that we are required to consider these with equal weighting in comparison to physical conditions. The Legal Services Office has advised that evidence of a disability cannot be requested while applications on other grounds (e.g., need to collect two children from school) are taken on trust. It is also worth noting that, in any case, evidence in the form of a GP’s letter is of limited value in this circumstance, as GPs are obliged to act in the interests of their patients and are therefore unlikely to refuse the request to provide a letter of support. Where a dispute arises, the advice of the Occupational Health Service may be sought by the department or by the TPWG.

Family commitments

Applies to staff needing to attend on dependent family members on a regular and frequent basis. The application should set out the nature of the duty of care (e.g. school runs, hospital/home visits), the ages of any children involved, the locations of schools, hospitals, etc. and why the duty cannot be fulfilled on foot, by bicycle or public transport.

Blue Badge holders

If you are a current Blue Badge holder, you are automatically entitled to a permit to use a University parking space as close as possible to the entrance of your workplace.

Your department is responsible for reserving a suitable space for you whenever you need it. Otherwise, it will be available for other users.

You must display your Blue Badge and your parking permit. If you need to travel frequently between 2 or more sites, you are entitled to space at each one. If you visit only occasionally, you will need to arrange a parking space yourself.

If you don’t have a Blue Badge but are eligible for one, you should obtain one to qualify for the scheme, but arrangements can be made for you in the meantime.

Permits are valid for up to 12 months from the date of issue.

Pay daily non-refundable parking charge

In addition to the annual cost of either a Flexible Parking Permit or Peak Permit and Temporary Permit, staff will need to pay a daily charge for specific days from 1 November 2021 onwards. 

The daily parking charge will go into Green Travel Fund, providing small grants or part-funding for projects that encourage sustainable transport across the University.

The daily non-refundable parking permit charge can be paid through Oxford University Stores. Permit holders who have not used the Oxford University Stores before will first need to register for an account, which you can do on the New Customer page

How to pay

  1. To pay your non-refundable daily parking permit charges, please visit the Oxford University Stores.
  2. It is recommended that the daily non-refundable parking permit charge is paid at least the day before parking
  3. Next, select the correct non-refundable daily parking charge from the list, ensure you pick the location where you wish to park, and your permit is valid for that area. 
  4. Add the daily charge to your basket and continue to checkout. 
  5. Permit holders who want to buy multiple daily charges in advance must add one item at a time to your basket. For example, you would like to pay three separate customary parking charges. In that case, you must click the ‘Add to basket’ button three times and wait between each click for the system to reset. Do NOT click the + button to increase the number of items to 3 before adding them to the basket. Doing this will result in paying for three charges for the same day.
  6. When you have finished adding items to the basket, click the Shopping basket button at the top of the page. Then the green Proceed to Checkout button; you will need your account details if you haven’t already logged in. 
  7. At the checkout, you will be asked for the following additional information: 
    • Date of parking
    • Car registration
    • Permit number (this can be found on the front of your permit)
  8. After completing the additional information, click 'Continue'
  9. To review and check that the details you have entered are correct, click 'Additional Information'. 
  10. Once you are happy, complete the payment information and click on the 'Confirm Your Order' button.  
  11. A receipt of your purchase will be sent to the email registered against your account.  

Note

Flexible permit holders always need to pay a daily charge to park at peak times.

Peak permit holders only need to pay a daily charge when parking at peak times on days not printed on their permit.

Flexible and peak permits are both valid without a daily charge at off-peak times (between 4pm and 7am weekdays and all day Saturday, Sunday and University fixed closure days).

If you are responsible for handling parking permit applications for staff in your department you need to make sure that the Nominated Car Parking Permit Administrator for your department in the PERMIT ALLOCATION LIST   has access to Planon and can approve/not approve applications as they are submitted.

Replacing a permit

To replace a lost or stolen permit please click the button below, which will take you to the Online Store. You will be charged £5. FM Helpdesk will be notified of your payment and will send you a replacement permit in the internal mail.

To cancel a current permit please email facilities@admin.ox.ac.uk.

Make a change

Tell us if you: 

  • change your car and have a new registration number, including if you have a different car temporarily for repairs or services. Be aware notices in windscreens are not permitted. 
  • change your name or other contact details.
  • If you need to change the days on your permit, your original application will need to be cancelled and you will need to reapply. These changes may affect your department’s allocation and your new permit will need approval.

Applications should be made for one or more of the following reasons:

  • Disability (other)
  • Family commitments
  • Other (e.g. departmental requirements, staff retention)

Any application for the reserve pool must be demonstrably weaker than applications that you have already met through your departmental allocation.
